The New York Times: “MANILA, Feb. 7—President Ferdinand E. Marcos today accepted the resignation of Brig. Gen. Vicente Raval, chief of the Philippine Constabulary, who had been accused of permitting police brutality during a riot at the presidential palace here last week at which five students were killed.”

MANILA, Feb. 7—President Ferdinand E. Marcos today ac cepted the resignation of Brig. Gen. Vicente Raval, chief of the Philippine Constabulary, who had been accused of per mitting police brutality during a riot at the presidential palace here last week at which five students were killed.

The unexpected resignation of General Raval, long a close aide of the President, was seen as a move to improve relations with student organizations and civic groups, which have long sought to have him removed. The so‐called strike forces of the Constabulary, the national police force, were widely ac cused of acts of terrorism during the national election cam paign last fall, when President Marcos was re‐elected by a large majority.

Named to succeed General Raval was Brig. Gen. Eduardo Garcia, commander of the Army's First Infantry Division.

General Raval in his letter of resignation this morning said he was resigning “as an act of sacrifice for my country.”

“I do not want to see any more troubles,” he said.
